In the building of future intelligence systems, the overall success in shifting from stove-pipe systems that are self-referred to net-centric systems that interoperate with one another depends ultimately on interoperable components. Interoperability means that systems "speak" the same language at the interface level—their respective building block components communicate with one another. Systems that understand one another can operate on data collected outside their environment, process commands between themselves, and collectively make sense of that data to further refine decision processes. Interoperability is the key in creating an information network that seeks to both maximize the value of collected data, and also maximize the dissemination of that collected data for intelligence purposes. Interoperability is likewise a key in reducing initial system deployment costs and on-going supporting costs.

The Interoperability Working Group (IWG) develops and mediates Recommended Practices (RPs) and Engineering Guidelines (EGs) to help ensure interoperability of motion imagery systems and products in the commercial and Government arenas for the DoD and Intelligence Communities. The IWG manages and supports the operations of two interoperability laboratories that are available to both MISB members and product vendors for the purpose of testing hardware and software for interoperability development initiatives.
